The 21st Century Community Learning Center program supports the creation of community learning centers that provide academic enrichment opportunities for children. The program: helps students meet state and local student standards in core academic subjects, such as reading and math; offers students a broad array of enrichment activities that can complement their regular academic programs; and offers literacy and other educational services to the families of participating children. Beginning in 2003, the Stephens County School system was awarded a 21st Century Community Learning Center grant to address the needs of elementary school students performing below grade level and to expand existing adult literacy services in Stephens County. Although other Georgia grant awardees use the funds for afterschool programs, our system chose to fund a unique summer school program. Through the grant, Stephens County Schools provided a six-week summer camp program for elementary students, focusing on reading, writing and math instruction each morning. Each afternoon, students were transported to weeklong camps and youth development activities in the arts, music, science, technology and recreation. Breakfast lunch and transportation were provided at no cost to students. Students who attend summer camp have shown significant growth in all academic areas. Completing the fourth year of the five year grant, plans are underway to address the sustainability of the summer elementary program.

Building on the success of the 21st Century Community Learning Center elementary program, Stephens County was awarded a second 21 Century grant in 2006 to offer a similar program to middle school students with a focus on academic support and the long-term goal of school completion and career exploration.
